Floating Forfeits

1. Are designed as a credit towards annual dues to "soften the blow" of a lump sum payment and avoid late fines.

2. SOLUTION:  Let's simply "float", or credit those first few forfeits, or (payable) cancelled games. When it's time to pay dues, it's a  "friendlier" handshake. If the balance favors you, we simply pay you the difference by April 1st.
